Modify system sounds by decibel

Is there a program or something that I can use to control the system sound by decibel level?
I have my system sound at 1% and I still feel like its too loud and I turn the sound of chrome & etc literally as far as I can go.
I'm willing to move on the decibel requirement but I feel like it'd be the most useful.
I'm currently on windows 8 but windows 7 solutions would count (I am planning to switch back since some stuff like gtaIV like to throw a fit all of the sudden on win8)
