Windows 7

I swear, this crap gets slower every day.
1. Original start up time was 26 seconds from power button to typing in my password. Note that I also able to go instantly to desktop.
Now? Takes about a minute to my password screen, and then AFTER I type in my password, takes about another thirty seconds.
2. Closing down malfunctioning programs...or having it make perfectly working programs malfunction! Closing down stuff is a nightmare. I hit the X button...nothing. I hit it again...nothing. I start spamming it, and then windows pops up a window asking if the window is malfunctioning. I say yes, close it down, that's what I'm trying to do. Doesn't do anything...ALT+CTRL+DEL. Alright, end task...nothing. I go to processes, trying to end it from there...whether it be setup.exe or explorer.exe. ... ... ... ... ... Ten minutes later, after no warning, it suddenly closes. I get startled because all my explorer windows disappear, along with my desktop, and all I'm left with is Opera. I try doing what I was originally doing, only for the same scenario to take place.
Perfectly working programs like TF2, if I just HAPPEN to click while it's loading something, like during start-up, or while loading a server, the screen will go white, and ask if it's malfunctioning. I click, "no, darnit!", and then it stays white until I restart my computer.
3. Every time I try to download something, it's, "Are you sure you want to...", and I say yes. I start up a game. "Are you sure you want to..." YES. I DO. I clicked the .exe button. What else do you want of me? I turn off the service that does this crap...only for it to still do it.
4. TF2. Graphics:
Textures: Max, Models: Max, Shaders: Max, Shadows: Max, Texture Filtering: 16x, Antialiasing: 8x, Motion Blur on, Dynamic Range: Max with bloom. Multi-core Rendering: On for a bonus of about 10FPS.
16x made it run at 65FPS average, with it spiking up into the hundreds while looking into enclosed areas. In big battles, it would go down to about 45, so I turned anti-aliasing to 8x for a bonus of about 20FPS.
Now? Can't run anti-aliasing at all without it spiking lower than 60, which is unacceptable. Texture filtering: 4x, Dynamic Range I had to turn off, motion blur off...Multi-core rendering gives me a NEGATIVE 20 FPS, now.
