If you make a program from Visual Basic 2008 Express Edition, Do you need .Net framework 3.5 to run the programs that are made in VB.Net/C#???

To the best of my knowledge, yes. Just DL it anyways. A lot of programs dont work without it.

So if i use Visual C++ does it still need .Net Framework 3.5?

HyperK that is completely irrelevant to his question...

I think it depends on the components you use in vb but it's best to have the .net frameworks installed anyway.

Have a look at Qt. The apps you make only depend on the Qt dlls (if you don't use Qt features you don't even depend on them!) you can just drop in the same folder as your app. Besides it's fully portable - Even runs on Mac, Linux and several smartphones.

Wrong. You can select which framework you want (2.0, 3.0, 3.5) in a drop down menu. And C++ sucks.
